Work Visa, Iqama & Sponsor Transfer in Saudi Arabia (2026)

Saudi work permits and the Iqama after the 2021 Labor Reform: Qiwa sponsor transfer without consent, final exit, Premium Residency, and the passport-withholding ban.
A foreign worker needs an MHRSD work permit and a Jawazat-issued Iqama, both the employer's responsibility. Since the 2021 Labor Reform Initiative the old kafala 'sponsor consent' model was substantially eased: a worker can transfer to a new employer through Qiwa without the current employer's consent in defined cases (e.g. contract expiry, three months' unpaid wages, an expired Iqama, or a Red-Nitaqat employer). Withholding a worker's passport is illegal. Premium Residency offers sponsor-independent residence.
FAQ
Can I transfer sponsorship without my employer's consent in Saudi Arabia?
Yes in defined cases, through Qiwa — for example contract expiry, three consecutive months of unpaid wages, an expired Iqama, or an employer in Red Nitaqat status. Otherwise a mid-contract transfer may require meeting the notice terms or the employer's agreement.
Can my employer keep my passport in Saudi Arabia?
No. Withholding a worker's passport without consent is unlawful and can fine the employer (cited around SAR 3,000), rising to human-trafficking liability in cases of coercion.
What is Saudi Premium Residency?
A sponsor-independent residence (permanent or renewable, plus talent, investor, entrepreneur and property-owner categories) that lets the holder live and work without an employer-sponsor, with some categories exempt from Saudization.
